The most obvious difference I can feel is that, in Silicon Valley people put more emphasis on programming skills instead of domain specific experiences, which means to get a job in the valley, first and foremost, you must be a good programmer.

In China, it's very common to see engineers with 5+ years of work experience, don't even know how to write some pretty basic programs. It has never been the case in Silicon Valley.
